Ohio Revised Code § 305.13 provides for the appointment of the Clerk of the Board by the Board of County Commissioners. By statute, the Clerk maintains a record of all the proceedings of the Board. The record includes a digital recording of each public meeting and public hearing together with a written record of actions taken for release on the County website, copies of all resolutions, contracts, County Engineer's road files, annexations, industrial development revenue bonds, hospital revenue bonds, County bonds, leases and deeds to County-owned property.
- The Office of the Clerk of the Board schedules all regular Commission meetings and public hearings.
- The Office of the Clerk of the Board maintains the official record of all the proceedings of the Board of County Commissioners.
- The Office of the Clerk of the Board processes all contracts, agreements and leases; amendments to contracts, agreements and leases; and all increases and decreases in encumbrances.
The Clerk of the Board's staff consists of eight full-time employees:
- An Assistant Clerk, who serves pro tempore in the absence of the Clerk, assists in the preparation of the weekly legislative agenda and provides administrative assistance to the Clerk of the Board as required.
- An administrative officer, who is responsible for the day-to-day operations of the office.
- A senior contract coordinator and contract coordinator, who are responsible for reviewing, processing and maintaining a database of all contracts, agreements and amendments to contracts and agreements entered into by the Board of County Commissioners.
- Three administrative assistants, who prepare all resolutions and other documents as required.
The Clerk's staff fields inquiries from other County agencies and elected officials as well as inquiries from the public and the media relative to County policies and resolutions adopted by the Board of County Commissioners.
